To promote the export of woollen textiles and products, the Wool and Woollens Export Promotion Council (WWEPC) was set up by the Government of India. Run under the Administration of the Ministry of Textiles, the council supports local manufacturers and exporters in the industry with required guidance, policies and assistance to sell internationally.

WWEPC also conducts various activities, inviting leading international importers to visit India and participate in trade fairs and exhibitions to open up opportunities for Indian exporters.

Advising body

The council coordinates between the woollen industry and the central and state governments of India to draft policies related to the industry.

Build export statistics

WWEPC helps in building statistics on export and import of woollen products to analyse and introduce new mechanisms for the growth of the industry.

Provide export information

It creates awareness on various government-introduced schemes and benefits among Indian exporters. It also assists in implementing export policies and offers guidance to member-exporters on important subjects like export finance and insurance of export products.

Coordination with other export agencies

WWEPC works closely with the Textile Committee, Export Inspection Council, etc. on quality control and pre-shipment inspection of woollen export products to ensure that they meet international standards.

How to become a member of WWEPC?

To become a member of WWEPC, you will need to obtain a Registration-cum-Membership Certificate (RCMC) from the council. Sellers interested in registering can do it online by sharing required details and documents³.

Documents required to register with WWEPC:

You can register under two categories – merchant-exporter or manufacturing-exporter with the Export Promotional Council (EPC). To register as a manufacturer-exporter, some of the documents that you have to submit are:

• Signed RCMC application form
• Importer Exporter Code (IEC)
• PAN
• Membership fee as mentioned in the form
• Company’s Memorandum of Association (MOA)
• Certificate issued by the Registrar of Companies
• Last 3 years Services Export Data certified by a Chartered Account (CA)
• GST registration certificate

Steps to apply for RCMC with WWEPC

• Log on to the official DGFT website and enter your username, password and CAPTCHA code to login.
• Go to services. Under Apply for e-RCMC, click on ‘Start fresh application’. If you have already started filling an application, click on ‘Proceed with Existing Application’.
• A declaration will be asked on profile updates. Click yes to make sure you have updated the profile and save.
• Under RCMC details section, select Wool & Woollens Export Promotion Council and fee details.
• Select export products and add required information.
• Select Authorised Representatives/Department Heads/Contact Persons for the councils & click on Add Details button to save the details.
• Under ‘Other Information’, select the countries to which you are exporting and save.
• After filling all the required information, attach mentioned documents under Attachments Section and save.
• Read the terms and declaration before accepting it. Click on save.
• You can now check the preview of your application, along with attached documents. Post that, click on sign button to complete the process.
• Finally, make the required payment for RCMC⁴.
